States parties should submit regular reports, within the framework of the strengthened review process for the Treaty, on the implementation of the present action plan, as well as of article VI, paragraph 4 (c), of the 1995 decision entitled “Principles and objectives for nuclear non-proliferation and disarmament”, and the practical steps agreed to in the Final Document of the 2000 Review Conference, and recalling the advisory opinion of the International Court of Justice of 8 July 1996.

China has proposed that the five nuclear-weapon States voluntarily negotiate the frequency of submitting national reports.

France submitted a national report in 2015 in anticipation of the 2015 Review Conference and in 2021 in anticipation of the 2022 Review Conference. This last report has been presented publicly and discussed in meetings with civil society representatives and nuclear and non-nuclear weapon states.

France submitted a national report in 2025 in anticipation of the 2026 Review Conference and plans to present it publicly and discuss it in meetings with civil society representatives and nuclear and non-nuclear weapon states.

Russia submitted national reports to the NPT Review Conference in 2015 and in 2020. The reports include general categories of issues concerning all three pillars of the Treaty under which the relevant information is reported: nuclear disarmament, non-proliferation of nuclear weapons and the peaceful use of nuclear energy.

What has the NWS done so far (prior to the current Review Cycle)?

To enhance engagement and consultation across the P5, in 2014 the Nuclear-Weapon States adopted a national reporting framework with respect to Actions 5, 20, and 21 of the 2010 NPT Review Conference Final Document and encouraged other NPT States Party to submit national reports using a similar framework.

The United States’ national reports include actions taken by the United States to advance the 64-point Action Plan, including measures relating to nuclear reductions, alert status, arms control, stockpile transparency, fissile material reductions, confidence-building measures, safeguards, export controls, nuclear security, and the peaceful uses of nuclear energy.

The United States’ first national report was submitted to the 2015 NPT Review Conference, and its second report was submitted to the 2020 NPT Review Conference in 2022.

What is the NWS doing on this action in the current Review Cycle?

In 2023, the United States submitted an update to its 2020 national report with the 2022 National Defense Strategy, which included the 2022 Nuclear Posture Review.

The United States is currently preparing its national report for the next NPT Review Conference in 2026.
