France is a Party to all relevant international instruments in this area since ratifying the 2005 Amendment to the Convention on the Physical Protection of Nuclear Material, on 1 February 2013, and the International Convention for the Suppression of Acts of Nuclear Terrorism, on 11 September 2013. In 2020, France updated and translated into English its national report on the implementation of the Convention on the Physical Protection of Nuclear Material.
What is the NWS doing on this action in the current Review Cycle?
France has continued to implement relevant international instruments regarding the security and physical protection of nuclear materials and facilities. At the 2024 NPT Review Conference, it presented a working paper on Nuclear safety and security.

Prior to the current Review Cycle Russia ratified the International Convention for the Suppression of Acts of Nuclear Terrorism, the Convention on the Physical Protection of Nuclear Material and its 2005 Amendment
At the 2015 NPT Review Conference Russia has reported that all nuclear materials, their storage sites and corresponding facilities in its territory, as well as the transportation of nuclear materials and radioactive substances, are provided with the necessary security measures, including physical protection, in compliance with legal and statutory instruments, and with a view to the IAEA recommendations.
What is the NWS doing on this action in the current Review Cycle?
At the 2026 NPT Review Conference Russia reaffirmed that all nuclear material, storage locations and related facilities in Russia, as well as the transport of nuclear material and radioactive substances, are subject to the necessary security measures.

At the 3rd IAEA International Conference on Nuclear Security in February 2020, the UK stated that it remained entirely committed to the highest standards of nuclear security at home and around the world, strongly supported the IAEA’s role in coordinating global efforts, and confirmed a further contribution of £1.6 million to the Nuclear Security Fund. The UK confirmed that its detection architecture prevents the trafficking of radioactive materials and that it was trialling and using the latest detection technologies at its borders and inland.
What is the NWS doing on this action in the current Review Cycle?
The United Kingdom states that it maintains the highest possible standards of security and physical protection of nuclear materials and facilities through a security regime for its civil nuclear industry that is “recognised as world leading – it is robust, effective and meets international standards”.
The UK also reports that it has supported nine successful IAEA Resolutions relating to nuclear safety and security in Ukraine following Russia’s illegal invasion of Ukraine and the threat to nuclear safety and security posed by Russia’s occupation of Ukraine’s Zaporizhzhia Nuclear Power Plant.
The ONR Corporate Plan 2025-26 confirmed that priorities for cyber security are aligned to the 2022 Civil Nuclear Cyber Security Strategy, with the ONR maintaining enhanced focus on cyber security and completing in-depth assessment of the industry’s risk management and cyber protection capabilities.
