France has been consistently making extrabudgetary contributions to the IAEA. From 2014 to 2023, its contribution rose from almost 124% from around 2 millions euros to 7 millions euros. A portion of which is included in its contribution to the Peaceful Uses Initiative.

Under the Peaceful Uses Initiative, France targeted extrabudgetary funding to ‘foodnote-a’ projects, in particular aiming at developing nuclear medicine techniques in Africa and the Middle East.

What has the NWS done so far (prior to the current Review Cycle)?

The UK has been a consistent and substantial extrabudgetary contributor to IAEA activities throughout the prior review cycle. On nuclear security, in March 2016 the UK made a contribution to the IAEA Nuclear Security Fund of £7.1 million, encouraging other IAEA Member States to provide funds and expertise to support the IAEA in the field of nuclear security. This built on earlier contributions: in 2014 the UK Government made an extrabudgetary contribution of £3.4 million to the Nuclear Security Fund, making the UK the second largest Member State contributor to the Fund at that time. On the Technical Cooperation Fund, the UK has consistently paid its voluntary contributions in full and on time throughout this period.

On safeguards specifically, the UK Safeguards Support Programme established in 1981 has provided continuous technical and financial support to the IAEA’s verification work. The programme provides technical support to the IAEA in verifying the peaceful use of nuclear technology, including through the provision of expert staff to complete specialised programmes of work.

The United Kingdom makes significant extrabudgetary contributions to IAEA activities through mechanisms such as UK Safeguards Support Programme, the Peaceful Uses Initiative and contributions to the IAEA’s Nuclear Security Fund.

The UK contributes to the IAEA’s Technical Cooperation Programme and the Peaceful Uses Initiative. In 2023, the UK contributed more than £5 million to projects including the modernisation of the IAEA’s Nuclear Applications laboratories at Seibersdorf, the Marie Skłodowska-Curie Fellowship Programme, work on marine plastic pollution, and projects on the impact of climate change on water availability. In 2024, the UK contributed more than £5 million to the IAEA’s Technical Cooperation Programme and Peaceful Uses Initiative, funding projects to monitor changes in atmospheric processes as evidence of climate change, research to assess the impacts of climate change on food security, and projects to address marine plastic pollution.

At the 69th IAEA General Conference in September 2025, the UK confirmed contributions of over £1.2 million to the Agency’s Atoms4Food initiative and stated that it remains one of the largest annual contributors to the IAEA’s Nuclear Security Fund.

Through the UK Safeguards Support Programme, the UK provided £5 million in in-kind and financial contributions to over 35 tasks within the IAEA Department of Safeguards Development and Implementation Support Programme for Nuclear Verification during 2021 to 2024.

Following Russia’s invasion of Ukraine, the UK provided a total of £5 million to the IAEA to support its work in Ukraine, including an additional £750,000 announced in June 2023 to support IAEA nuclear safety missions, training in detection of radiological materials, and expert investigative missions to nuclear power plants.
