In April 2005, France signed an action plan with IAEA (renewed in 2013) to support IAEA nuclear and radiological security activities. France contributes to the IAEA Nuclear Security Fund. It took part to the funding of the Nuclear Security Training and Demonstration Centre in Seibersdorf (Austria).
France is contributing to the IAEA’s COMPASS initiative launched in 2020 to strengthen the national authorities supervising safeguards implementation and their State Systems for and Control of Nuclear Material.
As part of the EU, it also supports the IAEA’s activities in the areas of nuclear security.
What is the NWS doing on this action in the current Review Cycle?
France continues to contribute to the IAEA’s COMPASS initiative to strengthen the national authorities supervising safeguards implementation and their State Systems for and Control of Nuclear Material.
As part of the EU, it renewed its support to the IAEA’s activities in the areas of nuclear security.

Russia provided political, financial and expert support to relevant IAEA programmes as part of its overall support for the activities of the Agency in the area of non-proliferation.
Russia provided training in nuclear material accounting and control to IAEA Secretariat staff and supported the Agency’s efforts to develop innovative measurement equipment that would allow for more accurate control of irradiated nuclear fuel.
Russia supported the pilot phase of IAEA Comprehensive Capacity-Building Initiative for system of accounting for and control of nuclear material and safeguards implementation (COMPASS) which was launched in 2020.
What is the NWS doing on this action in the current Review Cycle?
Russia continued to provide political, financial and expert support to relevant IAEA programmes as part of its overall support for the activities of the Agency in the area of non-proliferation.
Russia noted the importance of and expressed support for IAEA’s efforts to improve the effectiveness of State and regional systems of accounting for and control of nuclear material.
Russia continued to support the IAEA Comprehensive Capacity-Building Initiative for system of accounting for and control of nuclear material and safeguards implementation (COMPASS) throughout its first phase which started in 2024.

The most significant prior-cycle development under Action 46 was the establishment of the UK’s own State System of Accounting and Control (SSAC) following withdrawal from Euratom post-Brexit. In preparation for leaving Euratom, the ONR recruited and trained new safeguards staff, developed a regulatory framework for the new domestic regime, and developed a Safeguards Information Management and Reporting IT system to receive, process and submit nuclear material accountancy information from operators to the IAEA.
On 1 January 2021, the ONR became responsible for the UK’s new domestic safeguards regime, delivering the UK SSAC when the associated legislation came into force. Throughout 2020 to 2021, the ONR continued to develop and test its material accounting system and safeguards capability, met all of the UK’s qualifying nuclear material accountancy reporting obligations, and facilitated IAEA inspections and IAEA equipment installation.
The ONR’s implementation of the new regime was positively assessed, with the UK SSAC operating successfully and enabling the UK to meet all its international safeguards obligations and deliver all required reports on time under the UK’s Voluntary Offer Safeguards Agreement (INFCIRC/951) and Additional Protocol with the IAEA. The IAEA’s annual safeguards review for UK safeguards implementation stated that ONR’s first year performance had exceeded their expectations.
The UK also supported the IAEA’s own safeguards programmes through its Safeguards Support Programme. The UK Support Programme to IAEA Safeguards 2016–2021 delivered training events to IAEA inspectors, analysts and senior staff, including courses utilising UK expertise and facilities of the nuclear fuel cycle, and provided cost-free experts to the IAEA Department of Safeguards.
What is the NWS doing on this action in the current Review Cycle?
The United Kingdom is responsible for its own nuclear safeguards arrangements as a nuclear weapon State. It states that it has “an established and robust nuclear safeguards regime (UK SSAC), designed to meet our international obligations on safeguards and nuclear non-proliferation.” The SSAC was established after the UK’s withdrawal from Euratom and is designed to meet its obligations under the UK’s Voluntary Offer Safeguards Agreement (INFCIRC/951) and Additional Protocol with the IAEA. The post-Brexit legal framework is set out in the Nuclear Safeguards Act 2018 and the Nuclear Safeguards (EU Exit) Regulations 2019.
The UK reports that “in 2022, a French authority peer review of the UK SSAC found the UK safeguards legal and regulatory frameworks to be structured, comprehensive and coherent, noting several areas of good practice”.
The UK Safeguards Support Programme 2021-2024 continued to provide technical support to the IAEA in verifying the peaceful use of nuclear technology, delivering £5 million in in-kind and financial contributions to over 35 tasks within the IAEA Department of Safeguards Development and Implementation Support Programme.
